Abstract

As the renewable energy resources, the photovoltaic (PV) is considered as one of the promising clean power generation in the further. Germany has become one of the world's most mature PV markets. Germany plays advanced role in photovoltaic development and has achieved remarkable achievements compared with other countries in PV industry, Imitate the photovoltaic development model in (fermany. Other countries can draw lesson from the successful experience from Germany PV industry. Since 2000, Germany photovoltaic industry experienced rapidly development period, the photovoltaic installed capacity increased from 44 MWto 35.948 GW by 2013. By the end of 2014, the total PV capacity had reached 38 Gw. The total installedcapacity of Germany was already in the first place in the world for nine consecutive years. In 2013, PV Accounted for 5.8 percentages of total German electrical power production. The government policy strategies in different periods have been carried out, it was found that the incentive and strategy policies played a decisive role in the Germany PV development. Germany government established policy to promote the Pv development, the feed-in tariff (Fil) scheme of the Renewable Energy Act (EEG) in Germany has driven therapid growth of the PV market, which has consistently achieved the government targets. The purpose of this paper is to demonstrate the policy in different periods has been canoed out, it was found that the policy played a decisive role in the Germany PV development. The technique experience and advanced management strategies of PV development in Germany can be good reference for the other countries.
