Historical districts are an important part of any city, where historical culture develops. However, during the process of renovation of historical district, a variety of contradictions and problems tend to occur. Among them is the most severe contradiction, the one between the development of regional economy and traditional civil life. In the past, local governments often tended to pay more attention to economic development, more and more civil culture gradually disappeared in those traditional historical districts. Against such phenomenon, the paper takes the Xichang Street Area, Changsha City as an example, and tries to explore the meaning and importance of civil culture during the process of renovation of historical district. It makes some historical analysis that the Xichang Street area has been a highly populated urban area since the Sui and Tang period and carried important local history and culture. However, due to the demand of urban development, the local government has planned to carry out large-scale demolition over the entire area to build some high end residential communities. Therefore, it is the most urgent issue to protect the local civil culture and restore the vitality of community life in the area.
