Globalization, on the one hand, has led to rapid economic development, on the other hand, it has also accelerated the contraction of some cities. With the development of different historical veins, urban atrophy also presents its unique degradation texture. The Moji district of Kitakyushu Island City was once one of Japan's three major trading ports, but due to too much attention to industrial development as an economic growth point, the trade opportunity passed away, the port began to enter a rapid decline, resulting in the gradual contraction of the Moji district. In this paper, from the direction of planning and design, in-depth exploration of the urban atrophy path of the Moji District, and from the perspective of sustainable development, the analysis of the current situation of the Mojizone spatial texture and social and cultural characteristics, combined with the new energy exploration of the Moji District, put forward the energy industry attached to the new ecosystem to drive the Bay Area's recovery strategy.
