Heavy rain during the great rain season (from June to September) causes lot of floods every year in Abidjan, the economic capital of the republic of Cote d’Ivoire. During that period, floods affect people properties (damage of houses, cars, etc.), disturb the urban traffic, and cause human loss. All the districts of the capital are hit by that meteorological event. The lack of an early warning system and a proper management of the flood disaster are the main reasons of its heavy impacts. The aim of this research proposal is to provide an efficient and cost-effective early warning system as a decision support tool for both decision makers and population. The study proposes the utilization of satellite-based rainfall, global and local GIS databases to map the risky zones, risk levels and to forecast flooding. The generated information will be disseminated through a web mapping application useful for decision makers and vulnerable population in order to reduce the impacts of floods.
