jailcd2015075: Land Readjustment for Recovering Beautiful and Sustainable Kabul

During the 1960th and 1970th, some master plans were made by the help of foreign experts for the modernization of Kabul city. Because of political and economic instability, year 1978 master plan, covering only 40% area, was designed for one million people. It was implemented, however, the rest of the 60% of the city developed informally. Now 70% of Kabul city has developed informally and more than 3 million people lives in informal developed areas. That is why Kabul city has many problems such as urban sprawl, transportation problem, lack of standard electricity system, lack of standard water supply system, insufficient drainage and sewerage system, insufficient public and social facilities and few paved streets. So this paper proposes a solution to the above-mentioned problems by means of readjusting of unplanned areas with controlling urban sprawl. In spite of that there are many people who lives out of planned areas without paying their property taxes, land readjustment is still one of practical urban regeneration methods in developing countries. Because land price will become higher by approving land rights after the adjustments, so the method suits the local conditions as far as it is keeping equality between people living in formal areas and in informal ones.
