Abstract

Located in Hangzhou, China, Linan Binhu New District is a new urban area with landscape ecological characteristics. Based on the compilation practice of Guidelines for Low-Carbon Ecological Construction of Linan Binhu New District (hereinafter referred to as “Guidelines”), this paper evaluates the status of carbon emissions and carbon sinks in the overall planning of Binhu New District in Linan District, and combines the ecological  characteristics  of  Linan  District's  mountains  and  rivers,  formulates  quantifiable  and  highly implemented overall guidance and zoning control measures for the low-carbon ecological construction of the new district. “Guidelines” for low-carbon ecological construction based on quantitative analysis of carbon emissions and carbon sinks can provide specific reference and guidance for the formulation of relevant government policies and the planning and construction of ecologically low-carbon sustainable development cities, and make urban construction more scientific.
