Abstract

This paper takes  the  engineering  project  of Linan  City,  Zhejiang  Province,  China  as  an  example  to  examine the land use problems in urban low-carbon construction based on ecological sensitive areas. Firstly,  the paper clarifies the excessive attention to abstract data of carbon emission and carbon sink in the current  low-carbon land use process, emphasizes that the humanistic experience brought by ecological landscape is  also a problem worthy of attention in low-carbon ecological construction. Therefore, it is proposed that land  use planning should be carried out according to the natural landscape condition of Linan under the guidance  of  people-oriented  thinking.   Secondly,  the   definition  scope  of  the  ecological  sensitive  area  and  the  low-carbon land use strategies in the corresponding area are discussed from two aspects of the sensitive area : the mountain and the water. According to the development status of Linan Binhu New District, effective  measures  implemented  in  the  relevant  planning  are  proposed,  including  ecological  land  development,  functional compounding, etc, which provide reference for promoting the development of low carbon cities.  Finally,  it  is  concluded  that  low-carbon  eco-city  should  take  people-oriented  and  local  conditions  as  development  concepts to highlight  local  natural  characteristics  and  establish  a  good  regional  ecological  environment.
