jailcd2019-085: The Combination of Sponge City and PPP Mode and Risk Research

Abstract

In recent years, the disasters in domestic cities have become more serious and the ecological environment  has continued to deteriorate. In response to these problems, the concept of“ sponge city” has been proposed. The aim is to alleviate floods and build good urban ecosystems. In order to solve the problem of government  funding shortage, the state advocates the combination of“ sponge city”and PPP mode. Therefore, this paper  introduces  the  sponge  city  and  PPP  mode  and  studies  the  combination  of  the  two.  According  to  the  characteristics and advantages of sponge city and PPP mode, the background of their cooperation, the risk of  PPP mode itself and the cooperation between the two the risks were discussed and a corresponding solution  was proposed for the combined risks.
