China's urban construction has gradually shifted from incremental planning to incremental and stock construction, and many urban centers have completed or faced the transformation of old urban areas. These urban renewals are often top-down, and the lack of public participation leads to a series of social problems, especially in low-income communities. Urban regeneration based on the right to the city emphasizes the participation of the public in the shaping of the urban environment, which is precisely the need for China's urban construction to be taken into account. Tongdewei is a typical low-income community located in the southwest of Baiyun District in Guangzhou, China. The collaborative planning of Tongdewei is a positive attempt to consider the right to the city into account in China, which is of high promotion value of Chinese urban regeneration. This paper analyzes the cooperation mechanism of Tongdewei planning from the perspectives of planning participants and civil society-led planning process. Then, taking the different schemes for constructing temporary viaducts from the presentation, screening to final determination as an example, it analyzeshow the public relies on the advanced planning system to participate effectively in the urban design, and thus partially realizes “the right to the city” .
