Abstract

Developing the concept of a "creative city" within Chiang Mai's local communities, which possess a heritage of artisan knowledge, has proven to be an effective strategy. This approach aligns with the recognition of Chiang Mai as a "City of Crafts and Folk Art”. This initiative not only preserves the artisanal traditions but also integrates them into the broader urban development and cultural preservation strategies, fostering sustainable growth and cultural enrichment in the region. Expanding the concept of a "creative city" to include
existing facilities, particularly architectural assets in local neighborhoods, presents a significant challenge for both locals and artists. There is a need for a foundation or protocol that can track and measure improvements in the perception of creativity by guests or external observers. This paper addresses these challenges by applying the theory of community-based facility management (CbFM), triangulation research approach and utilizing framework into three local events to facilitate the transition process. It aims to develop a comprehensive plan for evolving Chiang Mai's Lhong Him Kao Community as place-based study into a creative city. The paper will propose findings that proved the efficiency of the CbFM approach, tailored to the context of Chiang Mai Province.
