Taiwan has vigorously promoted urban renewal since the adoption of the Urban Renewal Act of 1998. However,
due to the lengthy administrative procedures, only a few cases have been completed so far. Therefore, in 2017, the
government passed the Act, "Expediting Reconstruction of Urban Unsafe and Old Buildings" with a 10-year term,
as long as the building is old and has insufficient seismic resistance capacity, with 100% household consent,
regardless of the size of the site area. They can apply for reconstruction quickly and give many rewards. The new
regulations emphasize the urgency of improving the structural safety of buildings, so many procedures and laws
can be simplified. However, the conditions for 100% household consent for most old apartments are still not easy
to achieve. Because of the methods for improving the seismic capacity of existing buildings, including
reconstruction and seismic strengthening were well-developed in Taiwan. If we want to truly improve the
earthquake-resistant capacity of a large number of dangerous old buildings in the city, in addition to the urban
renewal and reconstruction, we must also amend the law to implement the earthquake-resistant capacity to truly
improve the safety of the city.
