Numerous local governments have declared themselves “Zero-Carbon Cities,” as defined by the Ministry of the Environment, to achieve zero carbon dioxide emissions by 2050 and thus the realization of a carbon-free society. In this study, the current state of new regional electric power was investigated, and a thermoelectric integrated regional heat supply system was constructed in the redeveloped area of a local city. Subsequently, the loads of electric power and heat were estimated, the operation plan of the heat source equipment was examined, and a system simulation was performed. Based on the results, the annual system efficiency was 2.92 and carbon dioxide emissions decreased by 63% compared with fiscal.year(FY) 2013. We also investigated the actual situation of the amount of retail power consumed and the supply and demand balance of the procured power amount as a function of the power source in the regional new power that is expected to be linked with the regional heat supply. The results show that ~48% of the annual procured power was surplus power. In addition, although surplus power was generated, 19% of the retail power was purchased from Japan Electric Power Exchange (JEPX)
