Qingdao urban planning proposal (2011-2020), aiming to transform the urban development mode and improve the quality of urbanization, has established the concept of ‘protecting the ecological environment is protecting the productive forces, and improving the ecological environment is developing the productive forces. In addition, Qingdao was assessed as the National Famous Historical and Cultural Cities in 1994(the third batch), which meant a high cultural value. Therefore, it is important to strengthen the conservation of marine ecological environment with the combination of nature and culture, develop and utilize marine resources at the whole regional scale. This research is using the regional Qingdao (territory and marine space) as a case study to reclassify landscape units according to the current four marine functional areas of Qingdao (Eastern, Southern, Jiaozhou and Western). Firstly, we defined natural resource value, ecological environment value, cultural landscape value, management level value and other Value as Qingdao marine ecological civilization indicators. Secondly, we classified different landscape types according to the above four indicators. Finally, we integrated the different natural and cultural indicators and reclassified different landscape units. This research indicates that the landscape units, improving the current functional areas, is the smarter management unit of marine resources considering both the nature and culture aspects.
