jismart2019010: Zhejiang Ecological Livable Rural Community Index and Evaluation Research

Abstract

In recent years, with the development of rural area in China, there are more and more problems in rural communities, especial in ecological livability. This study was based on the rural revitalization strategic plan which was proposed at the 19th National Congress including “Industrial Prosperity, Ecological Livability, Rural Civilization, Effective Governance, Rich Life”, and used the theory and method of CASBEE ecological evaluation index system of Japan to construct an ecological livability evaluation system for rural communities in Zhejiang province. The index system consists of 2 sub-target layers, 7 criteria layers, 24 sub-criteria layers and 109 index layers. The weighing coefficient of every level index was worked out by using expert consultation method (Dephi method) and analytic hierarchy process (AHP). Finally, taking Zhangluwan village in Deqing County as an example, this paper made a concrete application and verifies the scientificity and feasibility of the evaluation system. The results show that Zhangluwan village is in the suitable livable range, but it has not reached the very livable range yet.
