At present, urban cycling activities are developing rapidly, and bicycle sports are also expanding rapidly. However, the relevant environmental design theory is relatively scarce. The experience of current engineering examples is summarized, which provides theoretical reference and guidance for the design of subsequent cyclic environment. Post Occupancy Evaluation (POE) theory aims to evaluate completed projects and summarize experience to guide follow-up practice. This theory is consistent with the current development of urban cycling environment, with more practice and less theory. Therefore, this paper uses the Analytic Hierarchy Process (AHP) of the theory to evaluate the cyclist environment of Tangdaowan Park in Qingdao, and deepens the results through behavioral analysis to optimize the cycling environment of the park. Firstly, an evaluation model was established by using Analytic Hierarchy Process (AHP) to evaluate the post-use of Tangdaowan Park. The results showed that there are many shortcomings in the park riding environment, such as safety, convenience, path selection and spatial form, service posts, information labels, night safety and vivid landscape. Secondly, based on crowd segmentation, this paper compared the population composition, behavior law, environmental perception and behavior motivation of cyclists and non-cyclists in the park, and found out the underlying reasons. The cycling environment of the park was further optimized, the design elements and methods of various contents were discussed, and the principles of "systematization, people-oriented, refinement and ecological economy" were put forward. Then the strategies and principles of successful cyclist environment design were summarized. Finally, in this paper, a new method of cycling environment design, post-evaluation-behavioral analysis-design optimization was summarized and put forward, and the possibility of further improvement and further research of this method was prospected.
