Abstract

Currently, the evolution of smart city development is transitioning from a technology- and product-centric paradigm to one that prioritizes human-centric principles. The significance of humanistic perception and experience, humanized placemaking, and sustainable development of community is increasingly underscored. The establishment of smart neighborhoods exemplifies a three-dimensional amalgamation of technology, spatial configurations, and societal dynamics, progressively fostering an innovation network and digital ecosystem propelled by digital advancements. This study utilizes the case of Shuangjing Sub-district in Beijing to analyze this composite process. Initially, guided by policy directives and user needs, four major types of projects have been constructed and implemented: neighborhood diagnostics and monitoring, information infrastructure construction, spatial renovation and improvement, and public participation in governance. These projects delineate the intricate fusion of technological, spatial, and social elements in different forms. Subsequently, data-driven processes profoundly inform urban renewal, grassroots governance, and spatial operation, thereby enhancing residents' social capital and facilitating the incremental establishment of innovation networks and ecosystems. Throughout this trajectory, digital technology innovation, fostering public engagement and resource linkage, assumes a pivotal role. Furthermore,  grassroots government’s values and policy incentives, and the synergy between community duty planner institutions and data governance significantly contribute to this transformative process.
