Teaching enthusiasm of college teachers is a complex giant system, and there are many factors restricting its development. Previous studies are mostly focused on qualitative analysis, but rarely on the internal mechanism of the interaction between constraints. On the basis of previous studies, this study systematically collates and summarizes 10 factors that restrict the improvement of University teachers' teaching enthusiasm, and establishes an ISM interpretation structure model between the restrictive factors of University teachers' teaching enthusiasm by using the relevant theories of system engineering. The model clearly demonstrates the complex structural hierarchical relationship and interaction among the factors that restrict the teaching enthusiasm of University teachers. The study finds that the micro-factor leadership management level is the most fundamental factor that restricts the teaching enthusiasm of University teachers; the macro-factor teaching interest and students' quality are the most direct factors that restrict the development of University teachers' Teaching enthusiasm. The model has a great macro decision-making role in clarifying the development ideas of improving teachers' teaching enthusiasm and overcoming the bottleneck factors step by step and emphatically.
