Abstract

On the weekend night of October 29, 2022, parties were held in various places ahead of Halloween in Itaewon- dong, Yongsan-gu, Seoul, and at least tens of thousands of people had gathered when the accident occurred. It was an accident where someone fell and the people who followed fell one after another until the crowd was crushed to death. So far, 159 people have died and 196 people have been injured in this accident. After this accident, many follow-up studies were conducted. However, most of these studies focused on Seoul and there were no studies on provincial cities; thus, this study was conducted. In this study, Christmas Eve and Halloween, when the floating population is rapidly increasing, were selected for Seo-gu, Daegu. In addition, six factors that affect the occurrence of high-density crowd accidents were selected based on previous research and GIS data. By combining these six factors through a multi-criteria decision-making model, a dangerous area in Daegu was identified. If this study is carried out, the findings from this study can help to efficiently distribute police forces around high-risk areas where dangerously large crowds are expected to gather. In addition, the study findings can help pedestrians to recognize and pay attention to potentially dangerous areas in Daegu’s city center.
