Energy has turned into one of three basic rights of human needs(as food and water) in these days.Korea critically rely 97% of energy resource from importation. Due to high price crisis of traditional fossil energy such as oil, obtaining energy resource, or known as energy security became priority of government. Korea Energy Economics Institute shows that about 8% of Korean population, about 1.2 million houses, is energy poor. Since 2005, Korean government realized the importance of energy-welfare and filed energy-welfare policies to improve such circumstance. But the solution is yet to be revealed. Though 8years has passed from the beginning of government policy and system, the energy poverty problem is yet to be solved. This paper will analyze United Kindom's Fuel Poverty Strategy, the head energy-welfare nation, and Korea to present proper solution for the problem in the energy-welfare programs.
