JAUE2012-031: Dynamic Planning of Smart Energy Network Model in Central District "Midosuji" of Osaka City, Japan

Midosuji Boulevard, the primary main street in central Osaka had played an important role as a Japanese financial district until World War II. However after the war, its financial functions were gradually shifted to Tokyo. The concept showed new redevelopment model such as well-balanced district which has workplace near residence, in combination with office buildings, residential and commercial buildings. The objective of this concept is revitalization of Midosuji district and reconsideration of the past urban planning controlled by administrative guidance which gave preference to office building. The model area is located in Osaka city center where is adjacent to the municipal office and the Osaka headquarter of BOJ. Therefore, in the concept, we propose new city planning including BCP toward disasters, such as earthquake, tsunami, blackout and so on. In its conception, the model introduces a distributed energy system with a core of cogeneration and medium pressure gas pipeline of disaster-prevention design. In the region, it would be a smart energy network model that has a role of independent and coordinated with the grid power. The potentialities of energy security and energy conservation in this model are quantitatively verified by simulation.
