Abstract

Currently, the researches about the relationship between urban public facilities planning and the citizens’ wellbeing
is attracting more and more attention. However, quantitative discussion and demonstration are still lacking
for guiding related policy development. Recently mobile phone signaling data provides new possibility for
academics to investigate the special relationship between urban public facilities and population density. In this study,
mobile phone signaling data and POI data are used to evaluate the community spatial vitality, and AHP hierarchical
analysis was used to establish the evaluation model, with POI public service facility classification as the primary
indicator and community health environment planning guidelines as the secondary indicator. Based on the data of
mobile phone users in Xi'an Jiaotong University community, the patterns of citizens’ public sports behavior were
summarized, the vitality of community public facilities was evaluated, and suggestions for improvement of the
facilities were provided based on the evaluation results. This research contributes to guiding the public facility
planning for healthy communities.
