Abstract

With the development of UAV market, South Korea recently put forward some measures to cultivate UAV market. The 2017 Regulatory Reform Conference, hosted by the Korean government, announced a plan to respond to the rapidly growing UAV market. The “UAV and Autonomous Vehicle Regulatory Innovation” plan expanded UAV's dedicated flight area and suggested deregulation of safety management standards and flight experience requirements. In addition, UAV is a potential business area. Korea plans to invest 55 billion 500 million won to develop "unmanned mobile vehicles" such as UAVs and self-driving cars by 2021. Although the UAV industry is rapidly expanding and related industries are expected to expand continuously, the utilization and effectiveness of UAV in Korea are uncertain. Although UAV's business scope has been expanded, capital requirements have been abolished, and UAV-only flight zones have been expanded, it is doubtful whether the UAV industry will develop with just such deregulation. In particular, since most of the Korean population is concentrated in the metropolitan area, there are also high voices of concerns related to the commercialization of UAV such as safety and privacy violations. Unless there is a clear solution to this problem, there will be limitations in easing UAV regulations.
