Recently, property and human life damage is occurring due to the localized torrential rain by global climate change. Urbanization due to economic development is increasing the impermeability in the city and causing high possibility of city’s inland flood damage. In consideration of the current situations, a research that verify and investigate adequacy of the evacuation facilities must be carried out in order to reduce fatal human damage in case of occurrences of flood in the city. Hence, this research is trying to figure out the adequacy of refuge inside the targeted research area by investigating on past flood damage cases, choosing the targeted research area, and analyzing the hazard map of the area. Methods of the study are as follows. First, we identified the cause of flood damage inside the city and studied categorization of the hazard maps in case of a flood. second, by investigating on the cases of flood, it chose the research area and identified the flood vulnerable characteristic by analyzing the area’s geographical characteristics. Finally, flood damage cases and flood prediction was set as evaluation factors with data that is provided by Seoul hazard prevention facility information map and among these, adequacy was evaluated in 49 evacuation facilities in the researched area. Based on the analysis, the refuge had flooded once in the past showed as 20.4% and the case had flooded more than 2 times showed as 4.1%. Also, refuge prone to floods showed as 14.3%. As a result, 34.7% of evacuation facilities in Gangseo-gu seem to have a problem with inappropriate selection.
