This paper seeks to explore the current policies of EEWH rating system in Taiwan in comparison to LEED
system in the United State and CASBEE in Japan. The Taiwan government has been promoting EEWH for almost
two decades. However, the certification in the private sectors remained unpopular. By applying the content
analysis approach and marketing mix theories, it seeks to compare with LEED and CASBEE rating system and
provide suggestions to EEWH in the private sector in Taiwan. From the policy perspective, green buildings in
Taiwan should emphasize the minimum environmental load from the complete life cycle stages. EEWH standard
should be mandatory laws and regulations that incorporate into the current building code as a standard rather than
an optional incentive. The government should reduce floor area ratio rewards and subsidize on the management
and maintenance stage of the building and provide incentives in the green material supply chain. Furthermore, in
the marketing perspective, the government should encourage private sectors to participate in EEWH development
in order strengthen the participation and knowledge of the private sector, which in term will generate recognition
towards EEWH rating system.
