Abstract

In recent years, natural disasters have caused enormous damage. Hazard maps have already been prepared in Japan, but at the time of the Great East Japan Earthquake, unexpected disasters and complex disasters made it clear that they were not necessarily practical. Therefore, in this study, we investigated item-by-item whether flood and tsunami hazard maps of 35 municipalities in Miyagi Prefecture are based on the "Hazard Map Creation Manual" prepared by the Ministry of Land, Infrastructure, Transport and Tourism. Next, in order to verify the practicality of hazard maps at the time of evacuation, evacuation experiments using hazard maps were conducted under various conditions. As a result of investigating, it was found that the Ministry of Land, Infrastructure, Transport and Tourism has not yet standardized rules aimed at to make it easier for various people, such as local residents, commuters and commuters, and travelers, to view hazard maps. Based on these findings, by using hazard map data to identify areas with a high risk of damage from natural disasters, we aim to formulate and re-evaluate specific evacuation plans for future consideration.
