Abstract

Recent times have witnessed a shift in disaster patterns from single, natural disasters like those caused by climatic anomalies to large-scale compound disasters, including social crises. Consequently, the scope and intensity of damages have increased. This emphasizes the importance of national-level disaster management obligations. Procuring disaster relief items for the well-being of double disaster victims is one such crucial measure. This paper conducts a two-stage survey among evacuees affected by the 2017 Pohang earthquake and the 2020 Namwon flood. The initial survey confirms the receipt status of disaster relief items during their stay in temporary shelters. The second survey assesses satisfaction and importance levels for these items, followed by an Importance-Performance Analysis (IPA) to identify areas for improvement. Though this research is limited by survey sample constraints, it offers fundamental data for future relief system establishment in earthquake and flood disasters.
