Low-carbon ecological community (LEC) is the basic unit and important carrier to construct the low-carbon ecological city. Evaluation system of LEC spatial morphology in China is more qualitative and less quantitative, the main reason is that the system is single, and index can not be easily obtained. So in this study, a multiple level and multiple objective evaluation system is proposed by system model quantitative analysis that in order to enhance operability. Taking Xi’an as a case, this paper discusses LEC evaluation system application and focus on LEC planning strategy on micro-level. Finally, this research is of theoretical significance to the improvement of LEC evaluation system, and has practical significance for the promotion of LEC empirical evaluation.
