Abstract

Due to climate change extreme events, such as extreme natural disasters and extreme weather events, which were unexpected in the past, are occurring frequently. Flood are the natural disasters that cause the greatest casualties and damage to property in the world, and their frequency is also the most frequent in the world. Accordingly, it is necessary to establish an appropriate disaster response system considering the flood characteristics, and it is urgent to prepare an evacuation plan that can evacuate quickly and safely in order to prevent the flood damage. In this study, as a basic survey for the safety evacuation plan at the time of flood occurrence, through the theoretical consideration, derived factors affecting evacuation at the time of flood. The AHP questionnaire surveyed the disaster experts and the general public about the importance of each factor and analyzed the difference of importance and priority of the two groups.
