Abstract

The hardest victims of natural disasters caused by climate change on a global level. This is not a temporary phenomenon, long-term climate change phenomenon is becoming increasingly expected to grow. 
Torrential rain and typhoon are frequent and the damage from flood are big in summer in South Korea. It is a very serious and 74 percent of the total of natural disaster damage human life damage caused by flooding. But there is no basic research for the safe evacuation plan designed to prevent casualties effectiveness so the evacuation plan has been pointed out continually.
This study is for the safe evacuation plan at the time of flood damage. First select the factors that influence in the evacuation during flood through theoretical consideration. And classify the selected factors as Individual, Environmental, Social Items. Finally, the weights of the influence factors were calculated through AHP analysis of the results of the surveys to present priorities of the factors for evacuation planning.
