Abstract

Continuation of operation is only possible by maintaining the building functions. Each facility should establish a Building Function Continuity Plan to implement comprehensive measures against disasters to appropriately maintain functions of buildings that act as bases for important tasks and production. In doing so, it is necessary to set measures to prevent, reduce, and minizize damage, measures to continue minimal important functions, and measures for rapid recovery and restoration.It  is especially important to specify important tasks that should be continued in the case of a disaster after suffciently understanding the changes in operation from normal conditions to an emergency situation, clarify building functions and facility systems that support the most important operations, and establish energy and water supply plans. In addition, aftere the occurrence of a disaster, the process of critical management requires an appropriate response with a precise understanding of the needs of building users as well as damage situations while important resources are limited, such as lifeline supply stoppage and damage to facility systems. From the viewpoint of energy conservation measures, electricitys. carbon dioxide emissions reduction, enhancement of scientific facility management structure based on measurements will lead to precise seting of energy and water supply plans in the event of an emergency and precise and rapid response afer the occurrence of a disaster, Thus, it is important to promote environmental measures under normal condditions and measures against disaster in the case ofan emergency together.
