The construction of eco-cities develops very fast in China, and the number of eco-cities, including the planned ones had reached 22 by the end of March, 2011. Based on the plan of Shenbei New District, the residential building model and the CBD model are proposed, both with the total floor area of 300,000m². Using the modified HASP, the air conditioning load is predicted for the design of district heating and cooling system. According to the climate data, construction specifications of the building envelope and operation conditions in Shenyang, the peak load and annual load are predicted. In residential buildings, the peak heating load is 59W/m² and the annual load is about 309MJ/m², while the peak cooling load is 53W/m² and the annual load is about 168MJ/m².For buildings in CBD area, the peak heating load is 70W/m² and the annual load is about 379MJ/m², while the peak cooling load is 51W/m² and the annual load is about 203MJ/m². Together with other 9 cities in different climate zones, the air conditioning load is compared with that in Tokyo.
