Abstract

Eleven years after the Great East Japan Earthquake, one of the most devastating disasters of the 21st century, the entire Tohoku region is being recognized as a case study for disaster recovery. Now that subsidized projects related to earthquake recovery have ended and the residents’ resettlement and construction work are almost completed, it is necessary to take a fresh look at how the recovery plan was implemented. Focusing on land use in the town of Shichigahama, Miyagi Prefecture, this study examines the impacts of the tsunami-triggered population decline, residents’ relocation, and restrictions on housing reconstruction due to the designation of disaster risk areas, especially in coastal areas.
