JAUE2022-050: Exploring the Layout of “15-minute Community-Life circle” based on POI and Walkability Performance of Residents:A Case Study in the Old Town of Xi’an, China

Recent years, planning “15-minute community-life circle” is being positively promoted in China, which is focusing on the accessibility from one’s home to nearby service facilities and public spaces. Also, improving the convenience and livability in the old town of cities has been focused by urban planning, particularly from 15-minute community-life circle perspective. Taking the old town in Xi’an as an example, this paper aims at exploring the layout of 15-minute community-life circle through POI and a GIS-based model to evaluate residents’ accessibility to nearby service facilities and public spaces. The implemented methodology integrates evaluating the degree of aggregation and variety of service facilities based on POI, mapping the resident population, and calculating the walkable range of residents within a 15-minute walking time based on the road network. Through comparing the distribution of existing service facilities and walkability performance of residents, assessing the layout of 15-minute community-life circle by home-facility accessibility. The method is applied to measure the current performances of facilities in the old town of Xi’an from the 15-minute community-life circle perspective. A reflection is proposed on the possible contribution that the result can be provided to be referable examples for making planning decisions to promote the convenience and livability in the old town
