Floods cause a large amount of damage every year and have been the most influential natural disasters over the 10 years. The concept of flood countermeasures from the perspective of flood prevention has changed from “resistance” to “resilience”. Considering cities as entities that consist of various elements rather than simple collections of concrete buildings has been regarded as an interesting and useful exercise. In this context, planning the installation and management of main public facilities among the components of cities is very important. The disruption of public facilities from disasters amplifies both primary and secondary impacts on communities. On the contrary, public facilities that are planned to improve their flood resilience can enhance the resilience of communities, thereby minimizing damage and facilitating recovery from disasters. This paper focuses on an engineering system and reviews the literature regarding critical public facilities. We describe the results of our review on the roles and categories of critical public facilities to improve urban flood resilience. We also classify and define critical facilities through a conceptual approach.
