Nowadays the most common and urgent issue in urban renewal is the improvement of living environments in urban residential areas. This paper introduces the urban development strategy and future community construction plan of Zhejiang Province, and by summarizing the domestic and international experience in the construction of low-carbon communities and smart communities, proposes six major principles of neighborhood TOD-based future community construction specific to Zhejiang Province, namely transit-oriented development, small neighborhoods, vibrant streets, mixed use, public spaces, and intelligent transportation. From this new perspective, it brings forward a socially, economically and environmentally sustainable development path for future communities that addresses public transit’s “last-mile” problem in the community, maximizing land value while providing residents with convenient public transportation and facilities to make their transportation more low-carbon and environmentally friendly. Besides, it points out that the TOD model’s walking-oriented neighborhood is conducive to the development of a mixed-used, low-carbon, and livable future communities.
