JAUE2017-116: A Study on Deriving Factors for Hazardous Chemical Accidents Vulnerability Assessment

Since the 1970's heavy chemical industry, the chemical industry such as electronic products, semiconductors, and
biotech has been developing into various fields through the 2000s. Due to the production methods of environmental
conditions that have not been experienced in the existing chemical industry, there are many cases where the
chemicals having high harmfulness are used. As the use of hazardous chemicals increases, the proportion of
accidents is also increasing. When a hazardous chemical accident occurs, prevention and preparation are important
because it is directly affected by the human body and the environment. In order to prevent and prepare hazardous
chemical accidents, the vulnerability assessment of hazardous chemical accidents should be preceded by priority.
Vulnerability assessment can contribute to activities such as accident prevention, preparation, response, and
recovery, and can be used as a prioritization and policy decision-making when establishing response policies.
However, there are no studies related to the vulnerability assessment of hazardous chemicals in Korea.
This paper attempts to derive a hazardous chemical incidents vulnerability assessment factors through expert
surveys. It will contribute to the development of indicators for the vulnerability of hazardous chemical accidents in
each region in the future.
